8.3 Relevant factors
(1) The functions of the geometra are laid down in article l6 of Law (1) The surveyor has been protected by law, when engaged on cadastral work, (since 1945). The cadastre is graphical and fiscal .
(2) After two years of professional practice, the candidate-surveyor has to pass an examination to gain the title of Ingénieur-Géometre Diplômé de L'État. (See A8)
(3) National official mapping is carried out by the IGN (France) with control and completion by the Luxembourg Cadastre and Topographical Survey Department. (Adminstration du Cadastre et de la Topographie)
(4) Some municipal administrations run separate topographical services, which deal with management of municipal property and technical surveys.
(5) Exploitation of a geo-dynamical station in the European network, near the city of Luxembourg, is performed by a diplomed engineer; who also supervises seismological measurements.
(6) Since 1964, an autonomous Land Consolidation office (Office National de Remembrement) has been in existence, which collaborates with the national Cadastre office.
(7) Photogrammetric surveys (large scale mapping) are executed by the Photogrammetric Division of the "Administration des Ponts et Chaussées" under the control of a diplomed surveyor.
(8) There are several private survey firms in Luxembourg.
8.4 Education
(l) Education of surveyors at university level (ingénieur diplomé) is abroad.
(2) Surveying is also taught at the "Institut Supérieur de Technologie" (I.S.T.), as part of civil engineering. Concentration is upon teaching, with a little research. The diploma awarded by the I.S.T. (diploma of "Ingénieur-technicien") after at least six semesters of study, is recognised as being equivalent to the German Fachhochschule diploma. There are plans to increase the duration of studies to four years.
Most of the examinations are written tests. After the third year, the students have to undertake a diploma task.

This is the law of l973 which defines the administration and functions of the cadastre and topographical surveys; including the rules insisting on a four-year university education for the surveyor and the passing of an entrance examination after two years of practice. It also specifies the establishment of the cadastral survey department (p 4).
